Saddam Haftar Advances a New Phase of Strategic Cooperation Between Libya and the United States

The Chief of Staff of the Libyan National Army Ground Forces held high-level talks at the U.S. National Security Council to strengthen military cooperation, support the unification of Libya’s institutions, and advance the country’s stability.

Saddam Haftar, Chief of Staff of the Ground Forces of the Libyan National Army, held a high-level meeting at the United States National Security Council, where both sides reaffirmed their commitment to strengthening bilateral cooperation in the areas of security, defense, and institutional stability.

Haftar was received by Wayne Wall, Senior Director for the Middle East and Africa at the National Security Council. The meeting was also attended by Massad Boulos, Senior Advisor to the President of the United States; Jeremy Berndt, Chargé d’Affaires ad interim of the U.S. Embassy to Libya; as well as senior American and Libyan officials.

The discussions focused on expanding military and security cooperation between Libya and the United States and enhancing coordination across several areas of mutual strategic interest. The delegations also reviewed the outcomes of Exercise Flintlock 2026, recently held in the city of Sirte, one of Africa’s leading multinational security cooperation exercises.

A key outcome of the meeting was the shared commitment to maintaining a high level of military coordination in support of ongoing efforts to unify Libya’s military institution, an objective both sides regard as essential to strengthening national stability and enhancing the country’s defense capabilities.

On the political front, the U.S. delegation reiterated its support for diplomatic initiatives aimed at unifying Libya’s state institutions and promoting the broadest possible national consensus among Libyans as a foundation for advancing the country’s peace process.

The United States also reaffirmed its commitment to closely monitor the implementation of the Unified Development Agreement, recognizing its importance in improving the effectiveness of Libya’s state institutions and strengthening governance for the benefit of all Libyan citizens.

The meeting marks another step forward in strengthening the dialogue between the Libyan National Army and the United States at a time when regional security, counterterrorism efforts, and institutional consolidation remain key international priorities.

With this visit to Washington, Saddam Haftar further reinforces his role as one of Libya’s leading military interlocutors on the international stage, advancing an agenda focused on strategic cooperation, institutional development, and initiatives aimed at promoting security, stability, and national development.
