Marshal of the War General Staff, Khalifa Belqasem Haftar, Commander-in-Chief of the Libyan Arab Armed Forces, chaired a ceremony this Thursday at Benghazi University honoring the nation’s most outstanding students. Accompanied by the Prime Minister, Dr. Osama Hamad, and the Director General of the Development and Reconstruction Fund of Libya, Engineer Belqasem Haftar, the event highlighted the strategic value of investing in youth as a pillar of national reconstruction.
The celebration, sponsored by the Development Fund, brought together members of the Libyan Parliament, executive authorities, university presidents and academic leaders, military commanders, and families of the graduates.

In his speech, Marshal Haftar emphasized that the honored students “represent the moral and intellectual reserve of Libya,” and that their academic excellence is “the foundation on which the country’s future must be built.” With a speech full of symbolic weight, he called on the new generations to “persist in effort, knowledge, and ethics,” and to become examples of perseverance for their compatriots.
Prime Minister Osama Hamad praised the role of the Development Fund in “promoting not only infrastructure but also human capital.” In his remarks, he recalled Libya’s recent past marked by violence and terrorism, and highlighted the role of the Armed Forces, under Marshal Haftar’s leadership, in restoring security and stability that now allows such celebrations.
“The University of Benghazi was one of the targets of extremism, was severely damaged, but has risen again thanks to collective effort and a clear national vision,” Hamad added, reaffirming the government’s commitment to the education sector.

Finally, the Fund’s director, Engineer Belqasem Haftar, reaffirmed that “Libya’s reconstruction is not limited to concrete and steel but begins in the classrooms, with the young talent that will lead the country’s new stage.”
The ceremony concluded with the presentation of awards to the top students, in an atmosphere of national pride and renewed hope in the transformative power of knowledge.
