Benghazi, Libya – Libyan Prime Minister Dr. Osama Hamad led a scientific and economic seminar in Benghazi on November 3 to address financial strengthening plans for municipalities and their role in the nation’s future development through 2025. Under the theme «The Role of the Libyan Government in Boosting Financial Support for Municipalities and the Vision for 2025,» the event gathered senior government officials, key figures from the economic and academic sectors, as well as security representatives and municipal leaders from various regions of the country.



The initiative, driven by Hamad, underscores the government’s commitment to decentralization and the improvement of municipal services. Among the attendees was the General Manager of Libya’s Development and Reconstruction Fund, Eng. Belqasem Haftar, alongside figures such as the President of the High National Election Commission, Dr. Imad Al-Saeh, Minister of Local Government Sami Al-Dawy, and Minister of the Interior, Major Issam Abu Zariba. This group discussed the importance of greater autonomy and structured financial support mechanisms for municipalities in an effort to respond to citizens’ needs more directly and efficiently.



The seminar, held at Benghazi’s conference hall, aimed to explore ways to modernize public administration at the municipal level, optimize investment systems, and strengthen government support at the local level, all as part of an ambitious vision to improve the quality of life for Libyans. Ideas were presented on economic and administrative development, including strengthening medical supplies, security services, and infrastructure.



In this context, the reforms seek to establish a more accessible and reliable public service infrastructure, especially in Libya’s eastern, southern, and western regions. For Prime Minister Hamad, the goal is to lay a solid foundation for regional development through sustainable plans that contribute to the nation’s economic and social stability, establishing the groundwork for a government that actively and tangibly supports the progress of its local communities.
